The SPPME Division falls under the Strategic Planning, Performance and Project Management, Monitoring and Evaluation Directorate which is headed by the Director General. The Division is staffed with a Senior Director, Senior Performance Monitoring and Evaluation Analyst, Performance Monitoring & Evaluation Analysts, Planning & Research Analyst, an Administrative Assistant and a Senior Secretary.
Mission: Develop and implement a strategic framework and approach to strategic planning, monitoring and evaluation grounded in empirical data and the adoption of a results-based culture supported by proper resource management.
Main Functions
- To develop and implement an appropriate Monitoring and Evaluation Framework that will result in quality programmes and policies throughout the Ministry, its agencies and external departments
- To facilitate the adoption of a continuous process improvement approach to planning implementation and evaluation of the Ministry’s portfolio of programmes and services.
- Achievement of both short and long term organizational goals
- To ensure that the Ministry meets its expected performance targets as outlined in the Vision 2030 National Development Plan, Government Strategic Priorities and the Ministry’s current priorities.
- To use modern strategic planning tools and methods to conduct evidence-based assessments of the internal and external environments of the Ministry in an effort to inform effective formulation and implementation of the Ministry’s policies, programmes, plans and projects.
- Evaluate activities related to budget development and resources planning
- To encourage result-based budgeting
- To effectively communicate the priorities of the Ministry to its respective internal and external stakeholders in an effort to effectively map these priorities to all supporting areas
